Description
This study, conducted by the analyzes the results of the November 1990 California election on approved initiatives which include Proposition 140 (term limits, legislative operating budget), Proposition 121 (quake fix exemptions), Proposition 132 (gill nets), Proposition 139 (inmate labor), Proposition 142 (veterans bonds), and Proposition 146 (K-12 school bonds). This study provides geographic results from the election, key provisions of each proposition, its policy impact, its fiscal impact, background, supporting/opposing arguments for adoption, known supporters/dissenters, and its legislative history.
