O'Connell stands on steps with a megaphone in his left hand. He gestures a peace sign in with his right. In front of him stands a large crowd pushing at line of tape. They are holding American flags. Nest to him on the steps are several other people, looking out at the crowd. Behind him are a group of protesters that hold signs that read "Cut the red tape". The crowd is part of the Industrial Areas Foundation's affiliate, the Southern California Organizing Committee, which was working to put pressure on the Immigration and Naturalization Service to speed up their processing time.
