Description
"It appears a mistake, even one made on Friday the 13th, will be noticed and noted by someone. The American flag, flying as usual atop the Elks Temple at 11 and J Street, flew upside down for a time today. Employees at the temple, which stands as one of Sacramento's tallest buildings, obviously were embarrased when informed of the error and quickly corrected the mistake. All mariners and most citizens are aware that a flag flying upside down is an official international distress signal"
