Photograph caption dated October 12, 1982 reads, "Judy Solkovitz, on rostrum at right, president of the Los Angeles teachers union, addresses about 700 teachers and other school employees who had gathered yesterday to protest proposed reductions in medical and dental benefits. The crowd claimed victory after district Superintendent Harry Handler withdrew the proposal. He said the issue would be bargained over in current contract negotiations."
