Photograph article dated May 3, 1956 partially reads, "More than 300 adult leaders attended the third annual dinner of the Mission District, San Fernando Valley Council, Boy Scouts of America at the San Fernando Community Building when awards were presented and officers installed. Following presentation of awards to scouters for their outstanding work for the Boy Scouts, D. P. Loomis, San Fernando banker and former city councilman, was installed as chairman of the Mission District... Frank Howard, district vice chairman presented a 25-year pin and appreciation award to Bert Carpenter." Pictured is Bert Carpenter.
