Photograph was edited for publication purposes The Rumford Fair Housing Act of 1963 stated landlords and property owners could not deny housing to any person based on their ethnicity, religion, sex, marital status, or physical handicap. In 1964, the passage of Proposition 14 repealed a number of anti-discrimination laws including the Rumford Housing Act. Proposition 14 was later declared unconstitutional by both the California and U.S. Supreme Courts and was repealed with the passage of Proposition 7 in 1974. Photograph caption dated January 13, 1964 reads, "About 40 members of the Congress of Racial Equality Saturday picketed the office of the Newport Realty, Sherman Oaks, to protest efforts of the Valley Real Estate Association to repeal the Rumford Fair Housing Act."
