Pamphlet contains a speech by the Honorable Henry Z. Osborne to the House of Representatives on the Los Angeles aqueduct's planning, construction, and results. In addition, he details the outside resistance to the plans and its conclusion. Pamphlet dates speech as Monday, March 1, 1920. Pamphlet is attached to a larger sheet taken from a scrapbook.
