A Boy Scout troop carries state flags for the Federation of State Societies of Long Beach as they stand in front of exhibition buildings being constructed for the 1928 Pacific Southwest Exposition in Long Beach. A few people sit in the folding chairs that are set in a semicircle around a speaker's platform directly behind the Boy Scouts. Except for chairs, the platform is empty. A truck parked next to the platform holds loud speakers.
