The 4-foot-3 bride was blushing and the 3-foot-11 bridegroom was nervous. And the guests, properly armed with rice, sprayed midget TV actor Billy Barty, 37, and his bride, commercial artist Shirley Bolingbroke, 28, at a small family wedding Saturday at the Church of Jesus Christ of Latter Day Saints, Studio City ward. After more than a year of keeping steady company, they were married by Shirley's brother-in-law, Bishop Leslie F. Nelson. It was the first marriage for both."
