Title supplied by cataloger.; Photograph was edited for publication purposes. Eugene Warren Biscailuz was born in Boyle Heights, a neighborhood of Los Angeles, on March 12, 1883. He was Under-Sheriff of Los Angeles County from 1921-1929. In 1929, he was appointed by Governor C. C. Young as Superintendent of the California Highway Patrol (CHP), where he organized the Highway Patrol system. Biscailuz was appointed Sheriff in 1932 and was elected to serve from 1934 to 1958. He died on May 16, 1969. The Biscailuz Building in Downtown Los Angeles, home to the Mexican Cultural Institute, is named in his honor. The Criminal Courts Building, completed in 1972, was renamed the Clara Shortridge Foltz Criminal Justice Center in 2002, after Clara S. Foltz, the first female lawyer on the west coast of the United States and the first to propose the creation of a public defender's office. Plaque near the Temple Street entrance of the Criminal Courts Building in Los Angeles honors former sheriff Eugene Warren Biscailuz. The plaque has a likeness of Biscailuz with an inscription underneath. The inscription reads "Eugene Warren Biscailuz, 1883-1969, Sheriff, County of Los Angeles, 1952-1958. Sheriff 'Gene' Biscailuz, who was born in Los Angeles, had served as a law enforcement officer for fifty-one years and was known throughout California as an honest and dedicated lawman. He performed his duties with strength and vision. When Gene retired in 1958, he was honored with the title of Sheriff Emeritus by the Board of Supervisors." It is on a stone pedestal in front of a brick wall.
