Speech by Charles Handy on the changing nature of work organizations and how the shamrock organizational model represents a significant change in the organization world. Handy begins the speech describing what are now the three professional categories in organizations, namely, the professional core, which includes managers, professionals, and technicians; the contractual fringe, where outsourcing occurs; and, last, the flexible labour force, in which people work part-time or for short-term contracts and support the full-time core. He notes that work is increasingly done in the second category, or leaf, of the shamrock. Handy proceeds to remark how this preference for shamrocks has now gripped the voluntary sector of organizations, resulting in what he calls the paradox of efficiency, where efficiency drives out effectiveness of organizations in this sector. In closing, he cautions against the voluntary sector becoming more like business organizations.
