Photograph caption dated February 27, 1961 reads, "Lt. Col. Robert E. Moist presents honor awards to Cadet M/S Francis Ritter, 17, 14473 Judd St., Pacoima, and Cadet S/Sgt. Joyce McCormick, 16, 1170 Masline St., Covina, during weekend encampment at the Van Nuys Air Reserve Center, 17000 Vanowen St. The youths are members of the CAP drill team which is invited to march in the Washington, D.C., Cherry Festival, April 8."
