Description: Commissioner Robert A. Heffner handing history-making meter to Robert A. Luce, water service and main foreman in Water Distribution division. Looking on are George Read, retired superintendent of meters and services, Mrs. Harry B. Ross, for whose home the 500,000th meter was installed, and General Manager Samuel B. Morris.
