Caption slip reads: "Monday. Photographer: Olmo. Date: 1955-11-01. Reporter: Cowles. Redondo Harbor oil. 47-48-49-50: Dr. J. Russell Shea, mayor of Redondo Beach, leading opponent of oil contract to provide funds to build $7,000,000 protected harbor in bay. City Council over-rode his veto. 54-55: William E. MacFayden, attorney for oil companies, proponent. 56-57: Mrs. Eunice Patterson, chairman, Greater Redondo Harbor Commission (group leads fight for prosecution). 60: City Councilman Robert Goldstone, minority councilman who voted to support Mayor Shea's veto of contract with oil companies which comes up for voter decision November 15".

Goldstone is member of Vigilance Committee organized to fight contract. 62: Attorney Frank G. Stapleton, member of Vigilance Committee and leader in fight against contract. 63-64: : L to R: Misses Genevieve Kelly, Julia Kelly and Florence Kelly, sisters who are members of Vigilance Committee and ardent foes of oil development plan to 'save our home from depreciation'. They own luxury home on the Esplanade overlooking ocean and fear the encroachment of oil development. 51-52-59: Redondo Beach shoreline and Bay showing approximate locale of proposed oil drilling area to be voted on by Redondo Beach at Nov. 15 election. The lots owned by the oil companies, where experimental drilling would be made are at Beryl street and the Strand. 50-53: City Manager Francis E. Hopkins, proponent of plan".
