This report was published by the Sacramento City Planning Commission, chaired by Grant D. Caywood, on March 15, 1957. It provides a brief overview of the various plans and proposals throughout Sacramento's history concerning development of the Capitol Mall area. The report wanted to highlight the urgent need for a comprehensive approach to planning and building the future downtown business, financial and governmental center, (including the Federal, State, County and City governmental building groups) which had been constantly growing in a piecemeal fashion over the years.
The destruction and redevelopment of Sacramento's West End neighborhood starting in 1957 and remains one of the most controversial chapters in the city's history. By the 1950s, the West End was a vibrant, working-class community, home to over 40 percent of Sacramento's non-white population. In 1956, the City of Sacramento approved the neighborhood's destruction under the guise of "slum clearance," taking advantage of Federal Government subsidies that encouraged this type of revitalization during the 1950s-1960s.
