Secretary Alice Beach writes on behalf of EPH to Harvey Sinszer of Fort Hays Kansas State College, answering Sinszer's questions. He explains that Sir Arthur Eddington's theories of an expanding universe were not based in research data, nor did he believe that the red-shifts needed to be applied to prove his theory. He also clarifies that Walter Baade's remarks did not point specifically to radio-astronomy.
