Rick Orlov, who has covered City Hall for the Los Angeles Daily News since 1988, has long been known as the dean of City Hall reporters. Born in Chicago 55 years ago, he spent his early years in the Midwest. When he was 11, his family moved to Encino. Orlov now gets around with a duck-headed cane and a handicapped parking pass, since being diagnosed with diabetes and losing some toes.
