Truong Van Ngoc, left, and Officer Pham Cang Thanh, center, two of Viet Nam's leading police officers who completed on-the-job training with Burbank police. Two officers returned to Viet Nam after spending 10 months learning investigative procedures from law enforcement agencies through nation."
