Photograph dated April 21, 1961 shows Los Angeles County Supervisor Warren Dorn, at left, showing a diagram of a proposal for clearing freeways when blocked by traffic accidents. The proposal calls for the installation of flashing, overhead lights in the middle of freeway to communicate messages from traffic control officers. The diagram below, showing a cross section of the freeway, shows how a major traffic tie-up can be prevented with a sign reading, 'Traffic Blocked, Leave Freeway at First Off Ramp.' Seen with Dorn are, County Road Commissioner, N. H. Templin, and Dorn's administrative assistant, James G. Moran, at right.
