Photograph article dated October 30, 1962 partially reads, "A state that spends 40 per cent of its budget on education, California is giving even a greater share of its attention to the campaign for State Superintendent of Public Instruction. In all other contests, including the race for governor, there have been complaints from the candidates about voter apathy. Dr. Ralph Richardson and Dr. Max Rafferty, campaigning for the state instructional office, are not entitled to that lament. Their dozens of debates, in meeting halls or on prime television time, attract large and responsive audiences. Their contest for a post which rarely excites even local interest has been the subject of lengthy articles in national news magazines. In return for this attention, the two educators are putting on a roadshow rich in disagreement and bitter humor."
