Photograph caption reads: "Sgt. Walter Johnston stands over empty threat". Additional note on photograph verso reads: "A fake bomb, a wrapping of La Raza newspapers and wire was found on the front steps of the City of Commerce City Hall this evening, Sgt. Walter Johnston, from the sherriff's arson and explosives detail, found that the bomb was harmless". Photograph dated: Sept. 4, 1970.
