Photograph caption dated May 11, 1954 reads "Immigration officials load a bus with 21 aliens rounded up by San Fernando police. Unable to produce work permits, this group, including one juvenile, managed friendly smiles as they left police headquarters for processing in Los Angeles and eventual return. Repeaters are flown into interior of Mexico. First offenders are returned across nearby border towns."
