Photograph was edited for publication purposes Photograph caption dated March 9, 1962 partially reads, "The rains came and the freeways went - or at least parts under construction that were soft dirt. A pool of water, left, is remains of what was a few days earlier a torrent of water spilling down the sides of fill. The water cut deep gullies, left debris and made harried construction workers set opening dates of freeways a few more days later. Who pays for the rain damage? The construction company. In the case of these pictures, taken near Riverside Dr. and Cahuenga Blvd., Toluca Lake, the Ukropina-Polich-Kral Construction Co. will foot the bill."
