This photo shows a Memorial Day Parade float sponsored by Valley VOTE. For years, many residents in the San Fernando Valley wanted to form their own city. They felt they would receive better services if they seceded from Los Angeles. The "Valley VOTE" campaign rallied behind this cause. On November 25, 1998, Valley VOTE (Voters Organized Toward Empowerment) concluded a historic petition drive with over 205,000 signatures, calling for a study of Valley Cityhood. With over 25% of registered voters' signatures, Valley VOTE believed it had sufficient signatures for the petition to qualify. On December 9, 1998, Valley VOTE formally delivered the 205,000 petition signatures to LAFCO at their regular monthly meeting. On November 5, 2002, Angelenos voted against secession in a special election, and the effort was defeated. The Valley with 1.4 million residents represents 35% of the population and 50% of the geographic area of Los Angeles. The Valley would have become the sixth largest city in America.
