Photograph was edited for publication purposes The Western Pacific Building held offices for the United States General Services Administration. Photograph caption dated October 11, 1963 reads, "Government employes [sic] and visitors to the General Services Building at 1031 S. Broadway participate in a mass evacuation while Los Angeles Fire Department units stand by. The drill was staged by the federal government to emphasize Fire Prevention Week. Evacuees included out-patients at the VA Clinic. All of the 12 floors were emptied, without the use of elevators, in eight minutes. Several hundred persons were in the building."
