He discusses the pressure that the Soviet Union is pressing on countries such as Africa, Southeast Asia, and the Middle East with an expectation that this pressure will both increase and expand. Haig encourages the United States to recover from its "post-Vietnam traumatized attitude" and "accept the growing of the Soviet power throughout the world."
