The investigation was ordered in a resolution passed last night in a stormy session of the San Fernando City Council. Police Chief Walter Heebing was actually under suspension for an hour during heated discussions between interested citizens and the councilmen. More than 150 residents jammed the council chambers and some 400 more milled outside the city hall entrance." Pictured is Los Angeles attorney, Richard Ibanez.
