Ready for the September 1907 National Irrigation Congress is Weinstock, Lubin and Company, at the corner of Fourth and K streets. With a majority of activities held at the Pavilion at Fifteenth and M streets, the congress proved both a badge of pride for California's capital city and a moneymaker for area businesses. Notable attendees were horticultural wizard Luther Burbank, the son of Ulysses S. Grant, U.S. Grant, Jr., U.S. Vice President Charles W. Fairbanks, and several governors, including those from California, Oregon and Washington.
