Redistricting is a process that cries out for better public information. It is this view of the importance of the redistricting process that has led to the preparation of the current volume and its companion, Redistricting California, 1981: Statistics. Official data on the redistricting plans drawn by the State Legislature in September of 1981 are either skimpy or not available at all. The Rose Institute hopes that these volumes of maps and statistics will permit interested persons to understand fully the political and other consequences of the new districts.
