Although the exact group that these boys belong to is not clear, it is possible the shirts are in reference to the program that Illinois Legionnaires, Hayes Kennedy and Harold Card established in 1935: The American Legion Boys State Program, which is among the most respected and selective educational programs of government instruction for high school students.
