Photograph of an aerial view of flooding in Monrovia, 1938. At center, a wide street runs from left to right, flooded and slick. Near center, a road of equivalent width intersects it at a right angle and extends into the right background. Narrower streets radiate to the left and right. Small, residential-style buildings are on large plots of undeveloped land on each of the blocks. Towards the center, these homes are enclosed by trees.
