Memo - re: Los Angeles Times articles re Gerald Caplan review on LAPD practices - contains quotes taken from Gerald Caplan's opinion on LAPD shootings, which was published in the Los Angeles Times in 1980, 1980 June 24 - 1991 June 7. Caplan, a Professor of Law at George Washington University and a federal law enforcement expert, criticized the LAPD for its failure to limit the use of deadly force. Also included is a photocopy of the aforementioned article in which Caplan was quoted. PART OF A SERIES: O'Melveny & Myers, the firm for which Commission Chairman Warren Christopher worked, conducted research pertaining to the structure and organization of the LAPD. Included in the series are materials related to the firm's research and work product, including excerpts from city charter revisions, summaries of dissertations and books about organizational control of the police, memoranda on various structural issues facing both the LAPD and the Commission's investigation, an excerpt from the Manual of the Los Angeles Police Department, and a transcript of court proceedings in Collins v. City of Los Angeles, a civil case in which a female African-American police recruit filed a lawsuit against the city on the grounds of racial and gender discrimination.
