Photograph. "Sketch of proposed Civic Center 'mall' is held by Chief Administrative Officer Arthur J. Will who showed Board of Supervisors yesterday how it will look. County Supervisors had their first look at a sketch of the proposed Civic Center Mall. The drawing by Millard Sheets, director of the County Art Institue, shows an open park area about 400 feet wide, extending from Grand Avenue to Spring Street and located midway between First and Temple streets" -- clipping attached to verso dated "Oct. 27, 1954".
