Photograph caption dated April 16, 1958 reads, "A plan for civil defense was the theme of a talk by Freeman Lusk for a meeting of the Valley Volunteer Precinct Organization in the home of Mrs. George C. Seidel in Sherman Oaks. Lusk called for the joint chiefs of staff to formulate and implement civil defense planning, training, and recruitment, with the California Civil Defense acting as laison [sic] with the U. S. Department of Defense. Shown with Lusk are members of the organization and its leaders including, left to right, Mrs. Lily Cowan, president; Dorothea Anderson, Inez Shaw, Mrs. Seidel and Louise Martino."
