The construction of the Atlantic Richfield Co. parking garage at Flower and 4th Street in Los Angeles, which took place from 1972 to 1973. Two large cranes are being used. The work here is being done several stories below street level. Later ownership transferred to Wells Fargo & Company. The twin ARCO towers across 5th street are seen behind as they near completion.
