Description: A view of grading Rampart Heights (this photo is the center of a panorama with 739 and 741) with dignitaries in the front, workers lined up behind and teams of mules and horses in the background. On the right is a steam driven grader. It is clearly a formal occasion with a gentleman holding plans in the center flanked by viewers in cars and a carriage.
