Groundbreaking for the Avalon Gardens housing project. Signs above the model read: "A low rent housing project - planned - designed - to be constructed and managed by the Housing Authority of the City of Los Angeles. Commissioners: Nicola Giulii, chairman; L. Deming Tilton; J. E. Fishburn; Ralph A. McMullen; Mrs. Jessie L. Terry; Howard L. Holtzendorff." and "14.9 acres; 60 structures; 165 units; 727 rooms; $643,000 total cost". L to R, Charles E. Scott, chairman, Planning Commission of Los Angeles; Ralph A. McMullen, commissioner of the Los Angeles City Housing Authority; Shelden D. Elliott of Citizens Housing Council; and J.P. Inglis, principal of Fremont High School which is in the district.
