Witness biographies - Daryl F. Gates, after 1989. PART OF A SERIES: The staff of Skadden, Arps, Slate, Meagher & Flom assisted the Commission's investigation by coordinating interviews and compiling and synthesizing witness declarations. Included in the series are biographies of several expert witnesses solicited by the Commission, as well as three witnesses' written testimonies. Also included are statistics provided by the Police Misconduct Lawyer Referral Service, a nonprofit organization that counsels victims of police abuse, and one article regarding the critical role that mayors play in the implementation of police policy.
