Topics include the extent of CARE's dependence on the US government and developing greater political and financial support, active community involvement, and the "tilting factor" in government versus private support for CARE Inc., among others. Actions to address some of Drucker's points include CARE pursuing a more effective volunteer base, as well as CARE writing personal letters directly to donors to share what their contributions actually accomplished.
