1989年,郭倍宏以海外台灣獨立建國運動領導者身份,無懼當時行政院長李煥指名道姓懸賞220萬元,並祭出二條一首謀叛亂將處無期徒刑或的威脅,毅然偷渡回台,呼籲大家要「推翻國民黨,建立新國家」;他在數千警力團團包圍幾萬名群眾的中和體育場公開演講,隨後由 上千名 突然戴上「黑名單」面具(CNN等外媒稱他為蝙蝠俠) 的支持者掩護,順利脫身返美。
