Depicted in the photograph is W. Averell Harriman, Chairman of the Board of Directors of the Union Pacific Railroad. His father, E.H. Harriman was a famous railroad magnate.
Photograph corresponds to article: "Rail Chiefs Ride New Flyer," Los Angeles Times, 20 Oct. 1934: A1.
Later in life, W. Averell Harriman would eventually become governor of New York, and served several foreign diplomatic positions as a core member of "the wise men" foreign policy makers for presidents FDR and Truman.
