Description
Walter Rawlings and Earl Rowenhorst in front of the Tustin Water Works office, ca. 1950s. Walter Rawlings was the stepson of Charles Edward Utt, and superintendent of the Tustin Water Works. The Utt family owned the Tustin Water Works for over 80 years. The office was built in the early 1950's.
