A letter from A. L. Gram to Austin Burt, the Ontario City Engineer with an attached memorandum, sent on behalf of Franklin Thomas, the Vice-Chairman of the Metropolitan Water District of Southern California. The memorandum answers questions the prospective members of the Metropolitan Water District may have about the Colorado River Aqueduct.
