The Macy Street Underpass began construction in 1931 by the City of Los Angeles and headed by architect Merrill Butler. The structure is a closed-spandrel reinforced concrete elliptical arch with earth fill. During his career at the City of Los Angeles Bureau of Engineering that spanned four decades, Merrill Butler (1891-1963) supervised the construction of over 200 bridges, fifteen of which have been determined eligible for National Register of Historic Places.
