It was originally designed by John Parkinson and Edwin Bergstrom, then re-designed by William L. Dodd and his associate William Richards in 1922. It was restored to its Beaux Arts revival a la Moderne in 1974 by Wendell Mounce and Associates, with Bond and Steward.
