Photograph caption dated September 5, 1950 reads "Beginning today members of the Sylmar defense organization will canvas the area to register residents in order to obtain a complete file for reference in case of disaster. The appointment of captains for the 13 districts in which the Sylmar area is divided was made at a meeting held at the Sylmar Community building under the direction of S. A. Santiago. E. E. Chitwood, president of the Sylmar Civic Association, assisted with the plans for organization. Named to head the districts are Nore Carlson, F. W. Mosher, F. Tope, Dr. C. L. Rothwell, Herman Tuttle, Dominic di Tomaso, Louis Salaben, Nick Fusno, Ralph Madugno, Dr. H. H. Greenway, M. V. Hartman, Leslie Locke and Russell Civilette. Persons living in each district will be asked to list name, address, phone, number of occupants in home and ability to serve the community in case of a disaster."
