Photograph article dated September 4, 1963 partially reads, "The Los Angeles Chamber of Commerce Tuesday endorsed the County Board of Supervisors' stand that no new rapid transit tax be imposed without a vote of the people. James L. Beebe, chairman of the chamber's state and local government committee, also urged the supervisors to join with the Metropolitan Transit Authority in pushing state legislation to provide financing for a transit system. He said the chamber believes some form of tax support will be needed to finance a comprehensive system of mass transit."
