Description: This report written for the Mayor and City Council of the city of Phoenix assesses the quality of plans developed by citizens for the redistricting of the city. Further, the Rose Insitute of State and Local Government sought to perform the following tasks as a consultant to the city: identify community units for redistricing, develop a redistricting plan for City Council review, review this and other plans, prepare and recommend a final plan, and, finally, assist in presenting this plan for approval and adoption.
