Photograph caption dated February 6, 1959 reads, "Family Grows -- Mr. and Mrs. James L. Phipps, 10333 Silverton Ave., Tujunga, pose with their two additions to family in three months. Couple adopted Debbie Susan, left, their first Korean War orphan, in November, and received Randy James, 22-month-old orphan this month. That's their limit, according to U.S. law on war-orphan adoptions. They hope for more."
