Supplementary material reads: "Gershon. City desk. Illus. Councilmen. Lined along rail looking at ship and with Bernard Caughlin, acting manager of Harbor Board. Pointing are members of the City Council and Harbor Board. Latter were hosts to Councilmen on entire body's first tour of Harbor. One shot shows same lined up looking into camera. One shot of group on harbor tour boat Shearwater as they left Matson Navigation Company's 'finest terminal in world', for tour of harbor".
